HOUSING GRANTS


HAPI intends to assist families in 25 Northeastern and North Central South Dakota Counties in the rehab or improvement of a home this year with the availability of $937,500 in grant funds. HAPI's service area is Beadle, Brown, Campbell, Clark, Codington, Corson, Day, Deuel, Dewey, Edmunds, Faulk, Grant, Hand, Hughes, Hyde, Marshall, McPherson, Perkins, Potter, Roberts, Spink, Stanley, Sully, Walworth and Ziebach counties.


Funds for this program are provided by the Federal Home Loan Bank of Des Moines, a government sponsored institution.  Applications for the HAPI grant can be downloaded and printed.  HAPI will work with the homebuyer’s mortgage lender to complete the application.  Prior to the disbursal of funds, you must attend a HAPI approved home ownership education class.  These classes are provided to you at no cost by HAPI.  The grant funds will be sent to the closing agent with a deed restriction that states that the grant will be forgiven at the rate of 1/60th per month.  If you move or sell the home prior to 5 years, you will be required to pay the un-forgiven portion of the deed restriction. Unfortunately, we are unable to work with mobile homes  with either grant. The funds from these grants CAN NOT  be used for rental ownership or improvements.

 

HOME REHAB OR IMPROVEMENT GRANTS 


HAPI has the funds available to assist 100 homeowners with repairs or improvements to their homes.  These grants have a $5,000 maximum per household (less the consultant fee of $300 and Deed filing fee of $12).  Grants are available to person(s) with household incomes below those listed on the chart below.  HAPI's service area includes the counties stated above.  If you reside in a county other than those mentioned please contact the HAPI office and we will work with you to possibly obtain a grant.

Funds are provided by Federal Home Loan Bank of Des Moines (FHLB), a government sponsored institution.  You can apply for a Home Rehab Grant thru your local bank, the HAPI office, or an application can be downloaded and printed for your convenience.  Prior to the disbursal of funds the homeowner must attend a HAPI approved homeownership education class.  HAPI  provides these classes at no cost to the homeowner.  Grant guidelines state that a licensed contractor be used for the repairs.  Also the recipient MUST provide a copy of their deed. The grant funds will have a deed restriction that state the grant will be forgiven at the rate of 1/60th per month.  If the homeowner sells or moves within the first 5 years of receiving the grant they will be required to re-pay the un-forgiven portion of the grant.

 ****ATTENTION:  Recent Changes for acceptable/non-acceptable expenses:

These grants can be used for repairs/improvements that are a permanent part of the home i.e. paint, wallpaper, floor covering, electrical or plumbing upgrades, shingles, foundation repairs, changing locks, light fixtures, furnace/ac installation, insulation,  accessibility options, water heaters and other repairs/ improvements as approved by HAPI.  This does not include tools, landscaping, curtains, blinds, appliance or water softeners or work to out buildings.  If in doubt contact the HAPI office.  These grants are for owner/occupied homes only.  Funds can NOT be used by landlords or tenants to improve rental units or  portions of homes where a business is located.  A pre and post inspection will be required by HAPI.

AFFORDABLE HOUSING PROGRAM GRANTS


These $3,500 grants are available to persons with household incomes below those listed in the chart below. Grant funds can be used towards a down-payment, principle reduction, closing costs, and home improvements.  A portion of these funds may be used for necessary repairs or improvements to the purchased property. Eligible home improvements may include shingling, bathroom remodeling, floor coverings, or similar projects. Appliances and tools are not considered home improvements. The funds used for improvements will be held in escrow by the closing agent and released to the homebuyer when receipts are provided.

 

************SOMETHING NEW*********Rent-to-Own

If you are unable to get a home loan because of poor credit or no credit history this may be the program for you.   Currently there are two (2) of these homes in Aberdeen.  The Rent-to-Own program can provide you with the opportunity to increase your credit score to the point where you can obtain a conventional home mortgage.  The project, which will last up to 36 months, will require the buyer to work with an approved credit counseling service throughout its duration.  Because of grant funds HAPI has been able to obtain, the bulk of the rent that will be paid will be put into a savings account for the buyer to use for their down payment, once the project has completed.  These homes will be newly constructed Governors Houses, set on full basements.  The lower level is unfinished, but can accommodate two additional bedrooms, and additional bath and family type room.   Contact Homes Are Possible, Inc. for more information and application.
