Created during a time of uncertainty, GLAD supports HAPI’s mission to expand affordable housing and drive economic growth in some of South Dakota’s most underserved communities. Through a combination of federal funding and private-sector investment, HAPI’s CDFI Loan Fund empowers mission-driven development using a practical, market-based approach.

At HAPI, we proudly offer funding programs designed to support developers and community leaders working to create affordable housing opportunities across South Dakota. Whether you are seeking financing, partnerships with local lenders, or guidance on working with contractors, HAPI is here to help.

We work directly with developers building homes in HAPI subdivisions and collaborate with community leaders to replicate successful models already in place. By sharing proven strategies and resources, we aim to strengthen communities and expand local capacity for housing development.

New in 2025 – Contractor Lot Financing

HAPI introduced a new Loan Fund Program in collaboration with local Aberdeen lenders and contractors to support home construction within HAPI subdivisions. Through this program, HAPI offers low interest financing, which must be matched by a participating local lender.

• HAPI matches construction loan funds 50/50 with a local lender
• HAPI funds may be disbursed first
• A mortgage and promissory note are signed with both parties
• The lot purchase is financed separately with a $2,000 retainer
• Remaining funds and the construction loan are paid at the time of home sale
